One hears rumors that the pro-life no-nonsense political strategy was having an effect on the politicians.  This became apparent during the bitter debate on the Constitution when Members of Parliament from all parties reeled under the impact of pro-life forces, which objected to a Charter of Rights that did not protect the unborn child.  When a prominent religious leader came out in support of the Charter, the efforts of the pro-life forces were greatly undermined.  (This leader’s support of the Charter was later reconsidered during the last week the debate when, however, the Charter was already cast in stone.)  Nonetheless, the impact of the pro-life forces on the Members of Parliament was enormous.  Politicians apparently have long memories.

Thus, in preparation for the forthcoming 1984 election, the House of Commons quietly slipped through an amendment to the Canada Elections Act, under an all-party agreement.  The apparent purpose of this amendment is to prevent “third parties” such as Campaign Life from advertising and distributing flyers, etc., during federal elections.

Although the legislation prohibits all organizations, such as pro-baby seals, anti-nuclear, the Canadian Police Association or Renaissance from publishing or distributing advertisements or flyers, etc., during a federal election, there can be little doubt that this amendment was aimed mostly at the pro-life movement.

The effect of this amendment, if strictly endorsed, will be to prevent voters from casting a truly informed vote in federal elections.

For example, if a pro-abortion candidate refuses to have his position made public by third-party advertising, it is then impossible for the general public to receive this information if they do not have an opportunity to speak to the candidate in public.

Newly elected president of Campaign Life Canada, Mr. James Hughes, told The Interim “This legislation has much greater significance than simply muzzling the pro-lifers.  It eliminates free speech (via printed media) for all third-party individuals.”

This amendment is an awesome example of the undemocratic, self-serving actions of frightened politicians.

What can be done about it?

Organizations affected by this legislation are now carefully reviewing the matter. We can only wish them well. We can also give them our full support with regard to any decision they make so as to offset this offensive attempt to manipulate elections.
