Secret Document ties depopulation programs to U.S economic prosperity


Moncton, NB – Escalating abortion efforts to destroy the traditional family, the rejection of Christian values – these are the mere tip of a menacing iceberg.

Jean Guilfoyle, Director of the US based Population Research Institute, gave a glimpse of the rest of the iceberg during the Human Life International conference here in mid-May.

A massive global program of population reduction has been at work for several decades, she explained. It is based on the false premise that the world population must be greatly reduced if nations are to have sustainable economic development.

This indoctrination has been so successful that many people – including even many church leaders – now believe it is only Christian to help resolve the population crisis.”

These population reduction efforts, engineering by a network of international and other agencies, are furthered by conferences that produce international “conventions” having the force of law.

Conventions resulting from the Nairbi conference on equality rights for women (1980), and the Geneva conference on the rights of children (1989), were signed by Canada. Compliance is monitored by the World court.

Among other disturbing accomplishments, these conventions established a child’s right “to receive information and ideas of all kinds through any media form,” as well as the right “to all family planning services and education” – both without parental intervention.

These conventions were “foundational” for two international conferences coming in the next few months: one on Population and Development (Cairo, September 1994), and yet another woman’s equality (Beijing, September 1995).

Guilfoyle spoke of the radically different dimension of the Cairo Conference.

“The document developed at the international preparatory meetings is clearly an attempt to impose on the world series of policies that are, in effect, a revolutionary thrust against the Jedeo Christian understanding of family. It threatens to impose those policies through coercive means if necessary,” she said.

How can such things be happening?

An American government document from the 70s, Study Memorandum 200 of the US National Security Council (NSSM200), declassified in December 1990, helps to explain. It makes clear that the US government is a key force behind the global population control programs.

Its reason: fear of losing world supremacy to more populous countries, and concern about losing access to their basic resources and commercial opportunities. Its solution: reduce the population of the countries most likely to threaten US domination.

This plan of action, approved by both President Nixon and Ford is carried out through many organizations. One is the United Nations Fund for Population Activities (now the UN Population Fund).

UNFPA provides contraceptives and sterilization, collects and evaluates population data, and develops projects.

“policies and projects developed by UNFPA are in turn carried out my many agents, including the World Bank, the World Health Organization, UNICEF, the International Labour Organization, and various governmental – plus non-governmental organizations (NGOs), including International Planned Parenthood”,” Guilfoyle stated.

John Hopkins University, another key player, is partially funded by the abortion-promoting US Agency for International Development (USAID). A primary provider of IEC (Information Education and Communications), it is known for its “Enter-Educate” programs (of appealingly high artistic and technical calibre) that aim at changing the traditional cultural values of people at home and abroad, in order to inculcate population control acceptance.

The US Center for Population Options, founded by the UN-funded Population Institute, is still another key organization. It carries out IEC programs, including the provision of carefully crafted segments of popular TV shows. It also trains health and education experts in the establishment of school based clinics, and claims to have changed North American values.

Its founder is on the board of International Projects Assistance Services (IPAS), and American company manufacturing manual vacuum aspirators for distribution to developing countries. They are used to remove the “contents” of the woman’s uterus, whether the ordinary menstrual flow, a developing child, or infected matter resulting from an illegal abortion.

“IPAS cannot be found guilty of violating a country’s laws against abortion, because it deliberately refuses to define (test for) pregnancy before using the aspirator,” explained Guilfoyle.

The population controllers first targeted the “early initiation countries” of Europe, Oceania, USSR and North America.

“Today the results are obvious. These countries are dying. In America alone we have lost over 30 million children since Roe v Wade” Guilfoyle pointed out.

NSSM200 outlines the population reduction strategies for 13 “late initiation countries” (mainly in Asia, Latin America and Africa) seen as most threatening to American security.

In one successful strategy, The World Bank and the US Agency for International Development (USAID) offers urgently needed aid only on condition that their population control policies are also accepted.

Guilfoyle gave the example of Nigeria, a currently targeted country with a population of perhaps 65 million. In 1992 alone the World Bank poured in $97 million, USAID $67 million and UNFPA $1.5 million – all specifically for reducing the countries population.

In addition, she noted, for Nigeria the World Bank has an “Essential Drugs contract (for contraceptives), a Media Development project (for propaganda), and an Education Development project (for getting into the education system).” Other organizations including INICEF, also contribute to this project.

In preparation for September’s Cairo International Conference on Population and Development, and 85-page discussion document was drafted at meetings in New York (chaired by the head of IPPF). It is no surprise to learn that only sic pages relate to development. The remainder focuses on women’s sexual and reproductive health.

“Population growth is actually affected by fertility, migration and mortality,” explained Giulfoyle, adding, “This document ignores mortality (despite AIDS), and barely mentions migration. Instead it stresses women’s right of choice in sexual matters, and the need to invest in the means and devices to make those choices effective.”

“The truth is, population reduction de-stabilizes economies,” says Guilfoyle. Most economists would agree.
